The word loopy is best used when attempting to describe someone that is a bit mentally unhinged, whether factually or if you're just assigning that characteristic to them for dramatic effect. It is the adjective form of the noun Fruit Loop, as in: "Wow, I stayed up all night and now I feel a bit loopy (like a Fruit Loop)." "Is madmaxx just pretending he wants to burn Bread's house down or is he really loopy?"

I speculate that the word Fruit Loop first began to be associated with those who are rather crazy due to the cereal's unique colours in a world of bland cornflakes and raisin bran. As always, the most unique are often the most understood.

i myself am loopy quite often... usually induced by lack of sleep or too much sugar
