Where do I file a complaint against my insurance company?

All they could tell me is "well we've had a lot of changes in healthcare...wth ..that should not affect my individual policy...which is the same as last year. Fucking Obama. Unreal. You'd think for $610 per month you would be entitled to a timely answer.
 
Never mind I found it...they told me how exactly to file a complaint and they will help me. They told me Conversions plans all ended at the end of last year. I called Cigna back and they said no, the insurance division is wrong. WTH is going on here???
 
Holy crap~! 5 minutes after I mentioned the phrase Division of Insurance and told them what they told me I had a phone call and they have ovverriden everything so I can get my $750 back. Wow. They must have really fucked up. Just an hour ago they acted like they had no idea when they could do anything...
