i thought there were plenty of free chat sites out there, foldy... chatzy / tinychat comes to mind if thats what you mean... maybe this isnt exactly what you are asking

I want to start a simple site with my own chat. Just a large chat box for people to chat in to start out, but I need to be able to ban/control users.

I know nothing about chats.

i would go with a simple wordpress install to be used as the user registration/profile and a externally hosted chat that pulls your wordpress usernames into chat with a plugin

i have talked with these guys iflychat.com

they host on linode/amazon 100% of the chat embed, your server never gets taxed with any chat activity basically just serving the wordpress page, create different pages for "rooms" or however you want to organize the topics

with a relatively cheap host you can save by splitting the load between server1 pages/server2 chat, serving a page is cheap server wise but serving chat is more taxing (real time sync, updates etc), so you would scale each one accordingly, this way you'd be building your userbase and keeping control

there are dozens of membership plugins for wordpress

Chatzy allows you to ban/control users., make mods etc...you can start with a free room to check it out and then work from there..it is a monthly fee and you no commitment. Very easy.
