As long as one parent has EU citizenship that parent can "sponsor" their spouse to live in an EU country.
Children get citizenship if the parent is already a citizen.
In most EU countries (but I'm speaking specifically about Italy) citizenship is a birthright of children born to Italians, country of birth is not a factor.
Plommer is a citizen of a country has never set foot in.
