He was referring to what Canada spends on its defense budget. I agree with the fact Canada should contribute more to help cover what the US spends on its military because of the huge benefit of being an ally and friend of a superpower and the protection/security that comes with it.

Having said that the US govt tends to bully and not act in good faith regarding certain binding contracts and deals made between the two nations.
The US has broken more agreements with Canada than vice versa. Canada had to continually take the US govt to court (and win) over the bullying.
